A CALL FOR NOMINATIONS

(NOTICE BY PUBLICATION OF)

32-1-804.1: 32-1-04.3, 1-1-104(34), 32-1-905(2), C.R.S.

TO WHOM IT MAY CONCERN, and, particularly, to the electors of the DONALA WATER & SANITATION DISTRICT of El Paso county, Colorado.

NOTICE IS HEREBY GIVEN that a mail ballot election will be held that terminates on the 4th day of May, 2010 at 7:00 p.m.  At that time, 3 directors will be elected to serve 4-year terms.  Eligible electors of the DONALA WATER & SANITATION DISTRICT interested in serving on the board of directors may obtain a Self-Nomination and Acceptance form from the District Designated Election Official (DEO):

                                                Jackie Sipes (Designated Election Official)

                                                15850 Holbein Drive

                                                Colorado Springs, CO 80921

                                                (719) 488-3603

The Office of the DEO is open on the following days. Monday - Friday 10 a.m. to 2 p.m.

If the DEO determines that a Self-Nomination and Acceptance form is not sufficient, the eligible elector who submitted the form may amend the form once, at any time, prior to 2:00 p.m. on Friday, February 26, 2010.  The deadline to submit a Self-Nomination and Acceptance is close of business on Friday, February 26, 2010 (not less than 67 days before the election).  Earlier submittal is encouraged as the deadline will not permit curing an insufficient form.  Affidavit of Intent to be a Write-In-Candidate, forms must be submitted to the office of the Designated Election Official by the close of business on Monday, March 1, 2010 (the sixty-fourth day before the election).

NOTICE IS FURTHER GIVEN, an application for a mail-in (absentee) ballot may be picked up from the DEO no later than the close of business on Friday, April 30, 2010.  If the applicant wishes to receive a mail-in (absentee) ballot by mail, he/she must contact the DEO for an application that must be filed no later than close of business Tuesday, April 27, 2010.

CAUTION:  The wording of Colorado Election Law is confusing.  This will be a vote by mail.  All registered voters will receive a ballot mailed to their registered address.  The absentee ballot procedures are in place for voters who want their ballot mailed to a different address.  Unfortunately, this process is described as a “Mail-In Ballot” which adds to the frustration.  Your state tax money is hard a work to keep us all confused.

“GOOD SHEPHERD” ACCOUNT

The annual “Taxpayers’ Report”, nicknamed the “Good Shepherd Report” is available on the website at www.donalawater.org.  It shows the amount we collected last year, the debt that is serviced and our best estimate at the plans and costs of future capital projects as explained in the Town Meetings and previous newsletters.

DONALA GOES GREEN

You might see our new “green machine” around the District.  It is actually white like the rest of our fleet, but it is an all-electric truck.  It is a street – legal truck, but it doesn’t do more than 25 MPH.

We will mainly drive in the District neighborhoods.  We will keep to the right and   at/or near the neighborhood speed limit.

Please don’t run us over.  If it works out, we may purchase another one as part of our cost reduction and environment friendly efforts.

HUNTING RIGHTS

Are you a hunter?  Along with the land and water of the Willow Creek Ranch the District purchased last year, we “inherited” 711 acres of property with a large herd of elk.  It is in Hunt Unit  #48 and requires hunters to go through the normal tag “draw” system  Then Donala can allow (or restrict) hunters to hunt on the property for rifle seasons 2,3, and 4  (previous owner has rights to season 1 and archery/muzzle loading season).

A “heads up”! Unless you have a bunch of preference points, you probably will not get a tag for a bull elk.  However, one of our constituents was successful with a cow last season.

Once you get your tag and license let us know.  This opportunity is open to Donala constituents first – others on an “if available” basis.

SKI/SNOWSHOE TRIP

Anyone interested in a XC ski and/or snowshoe trek on the Willow Creek Ranch (formerly Mt. Massive Ranch)? We are looking at Saturday or Sunday (best weather forecast), February 20th or 21st.  We’ll caravan up at about 7 am, stopping at the Donut Mill in Woodland Park for an energy boost.  Then it’s on to the ranch, arriving about 10 am to play until 2 pm, and be home around 5 pm.  Bring your own lunch, water, kids and dogs! Please call us to RSVP.

FREEZE ALERT !!!!

When the Siberian Express comes rolling through like it did in December, it is always a good idea to leave a drip from a faucet overnight.  Frozen pipes can cause many problems.  Pick a faucet in your house that’s upstairs on the north side of the house.  If that’s not convenient, make it one that’s as far away from your water meter as possible (to move the whole system).  This is especially important if you take a trip – leave a drip. And never turn off your heat completely.

In case your pipes do freeze, all you can do is hope they didn’t burst.  If so – call a plumber.  If not, try to locate the frozen area and use a hair dryer to thaw the pipes.
